Came across DupDub yesterday and today Deepdub.

You can change emotions, speed, pitch etc.

I am leaning more towards Deepdub which analyses the original speakers voice and converts it to English. So you would get the original actors voice but in English.

Price for Deepdub is $199 USD a month or $169 USD a month if done yearly.
