if they knew that you didnt want to go but made you promise to go then i think they are the bad friend. they should expect that you wouldnt go.
it's not good to always cancel on someone, but hey that charm is built in, we can't help it =P mm.. but it depends on your history with the friend. If it's one of those childhood, very important friends, then =O!! Ecko?!?! But otherwise, don't do it more than once or twice to the same friend, or else, things might happen.
