How to set required posts?

Can somebody tell me how I can set the required posts in a upload?
Can't change the 0

Hidden Block ( 0 post(s) are required, you have 0):

 

because its disabled

 

[hide = 15]the download link or whatever[/ hide]

No spacing of course!!!

P.S. This is an example that require 15 posts count in order to see the hidden contents.

Another question, what is considered spamming on this site?
I see some people answering all threads with very short unpersonal answers.
I get the feeling that they do this only to have a higher posting number
