    About some of these questions....

About the socalled '3 - year rule', with is actually a 36 month rule. I applies only to PERMANENT(see the front of your card if u aren't sure) Hong Kong identity card holders who haven't applied for(or didn't get) a HKSAR Passport. These people will have to to go back for HK every 36 months to keep their Permanent residency status(officially: u may not be absent from HK for a continuous period of more than 36 months). If u have a HKSAR passort, u don't need to be back every 3 years, a HKSAR passport is valid for 10 years.(so u will have to be back at least every 10 years).

If u have any 'non-permanent' identity card, this doesn't apply to you at all. U will only have to obey the instructions given from immigration, which can differ from card to card issued.

How did u get an identity card at such a young age at the first place? In HK u only get a identity card from the age of 11!! BTW, if your first card was a Permanent one, you can always renew it by swapping to a non-permanent one (without voting rights) for free. Application is simple(if u didn't lost your old one)

    About the Application:

Try getting a booklet about 'the Right of Abode in Hong Kong' at the Airport counter of the Immigration Department. If u have parents with Permanent Identity cards, most of the time, the kids can apply for it too. (but mostly the kids can only get a non-permanent one)

    The application process is called:
'Verification of Eligibility for Permanent Identity Card'

You must be in HK at the time of submitting the application, the documents of your parents are very important. But if they were born in HK, then it can be quite simple(just their birth certificates) and some proof of your genuine parent-child relationship.
The difficult application is when u want to apply for a Permenent Identity card, with more citizen rights.
The application is more simple if u only apply for a Non-perment Identity card (With RTL stutus).

I haven't got the new Smart ID card yet since I haven't been back to HK yet. But i got the old 3 star card. I doubt I have problem getting the smart card, since I was born in HK, got a Birth Cert and both my parents was born in HK too.

The nr. of stars on identity cards has got another meaning than what u think.

A permenent Identity Card is only a permanent identity card when it states:
    'Hong Kong Permanent Identity Card'

And the corresponding symbol is 'A' which means:

'the holder has the right of abode in Hong Kong.'

About the stars: '*'(for under 18 years) or '***' (for 18 years or above)

From the site: 'The asterisk indicates that the holder is eligible for the issue of a Hong Kong Re-entry Permit - *** for adults aged 18 or above, * for minors aged between 11 and 17.'

It (the *** indicates that u can apply for an additional travel document for entering/leaving HK. It comes close to 'Permanent' status but has a totally different meaning.

Being 'born' in HK makes it just much easier!!
If your parents already have lived 7+ years in HK, and u were born after that moment. Then it is also possible that u are eligible for a HK ID Card.
and yes, if u don't have any connections with HK, then u will have to apply for a visa for work.
