Chinese Government Fines Woman $87,000 for Having Child

    Family planning mandarins in central China have slapped a record fine of 600,000 yuan (about $87,000) on a private entrepreneur for flouting the world’s most populous nation’s strict “one child” policy.

    Family planning officials in Anhui province meted out the fine, the online edition of Xinhua news agency said in a report seen on Monday. It did not give the identity of the businessman.

    “Regardless of whether one is rich or poor, everyone should be equal before the law when family planning rules are implemented,” Xinhuanet quoted Zhang Weiqing, minister of the National Population and Family Planning Commission, as saying.

    China launched the one-child policy in 1980 to curb its population, now over 1.3 billion. Anhui’s population stood at 65.16 million as of Aug. 24 last year, the eighth-largest among China’s 31 provinces, regions and municipalities.

    Baby boom a perk that only elite can afford the restrictions, which vary from city to countryside, have bolstered a traditional preference for boys and have come under fire from Western countries and human rights watchdogs after widespread reports of forced abortions and female infanticide.

    Last month, family planning officials warned that the rich and famous faced “double punishment” — fines and a ban from any future government awards — if they broke the law. Violators are usually fined a few thousand yuan.

    ^ Probably, I guess it always boil down to education... if people are better educated they will either 1) practice safe sex or 2) don't have the illusionary idea that more child will take them in a better socioeconomic state...

    we in western countries(NL) are used to get monetairy rewards for getting more children :p
    china is getting richer and richter...so the fines will go up and up....>>government revenues are up and up...(we in NL have a budget deficit)

    ^ Nah, many countries start giving rewards for having children because their population growth is in the reds (not enough new borns to "replace" the deaths)

    And China will have a LOOOONG way to go before it lift the fine, because it is a great source of revenue and it DOES have a population problem.

    Hm, that's strange. I heard from a friend who just went back to China recently, that if two people who have no brothers or sisters marry each other then they are allowed to have two kids maximum without any penalties except the limiting of some government fundings. My friend is planning to get married at the end of this year and have children there, so I'm hoping it's true for her sake. =S

    Yeah, but that's the second generation.

    You see, if the neither one in the couple has any siblings, which means that they are the generation of the "1 child policy", they would have to balance out the bottleneck of the demographic shift...

    But if either one in the couple has siblings, it means that either 1) his/her parents didn't follow the rule or 2) he/she wasn't born under the time when "1 child policy" is in place, so the policy STILL applies.

    Your friend and his/her partner both are only child??? Probably can give birth to up to 2 children then :)

    Yeah she said she was born when the one child policy was in place. ^^

    When I was in China, my tour guide said she had twins on the first go and go to keep them without receiving any fines. Is this a loophole in the policy?

    Also, let's say that the people who didn't follow the rules in the 1st generation have children overseas then return back to China afterwards.... Would they have to get fined as well?
