^Unless, 'the best' means the kid has the possibility to commit suicide when he reach the age of 14 and is being bullied by other kids and has no friends. Just his gun.

No, I am serious. It is entirely possible. In fact, I wonder why does a young kid need a firearm license before he can walk. It's not like he is going to use it any time soon. Probably the father wants an extra gun in the house or something.
