well i reckon most guys don't like it when girls leave them hanging for an answer, if the girl isn't really interested in going out etc then they should just say so. Of course not in a harsh way but if you're always looking for an excuse to avoid them they might just become even more persistent. Hmm if you promised to go out with him, then its going to be a bit hard. But a real excuse would be something along the lines of, "sorry i'm busy with work, study or family committments, and i'm not sure when i will be free so i don't think i'll be able to go out with you anytime soon" hah That way he won't be able to ask when you will be free to go because you're not sure, hopefully he'll just get the point and give up lol.

Makeup, skirts, heels, tight tops, long hair, etc. It's different from guy to guy, but I'm 100% sure that no guy would pass up a girly girl.
