Unless the 15 year old is a truly gifted boy with an IQ of 130 and have studied and got the official qualifications to perform a Ceasarian Delivery it would otherwise not ok to do this kind of thing. The father is just an arrogance ass who thinks he can afford to risk other people's lives for a mention in the Guiness Book of Records. Not only won't they get a mention, he probably risk losing his doctors license.
