You can't ignore/avoid it all the time, if this person is a very persistent person, than ignoring wouldn't solve the problem. Just tell her straight out you rather be friends and nothing beyond that. If not, just tell her how you actually feel about the whole thing, it’s really hard not to hurt someone feelings, but leading the person on even more would turn out quite messy. Yes, yes, easy said then done, but sometimes you just gotta set things straight.
I think you should just tell her that it's not working out and it's not what you expected. Don't just ignore the situation and don't be mean about it. yeah you might be a little mean when you tell her and she's going to take it hard since she seems to be calling you all the time but just tell the truth. not what you want and not what you expected.
