well the driver is probably one of the rich that doesnt give a sh*t about tickets or maybe the points. it happens all the time.

haha .. i was thinking the same thing. rich cops. anyway, i don't understand this picture. what is wrong? beside, the car in the far right (according to Taxloss, but left according to xiaojia ) making an illegal parking on the side -- i don't see anything wrong. in america, not all individuals with vehicles that are handicap has the "handicap notification license" .. there is also an option of placing a sign on the vehicle's rear-view mirror. doesn't such a thing exist in NL, as well?
