The big eyes compliment isn't being used commonly among Americans, unless if that person does have really big eyes. I think Katy was just surprised by Joey's comment. Joey was the stereotypical one, who threw out the big eyes comment!
I have actually noticed a significant amount of anti-white sentiment from Phil... to the point of believing that he is a full on racist. If i were a moderator I would have warned him on several of his comments already. It is generally accepted as worse to be racist to minorities, but racism in general is pretty intolerable in my opinion. No one cares, or needs to hear about how much you hate white people, Phil, keep it to yourself.
