I am not surprised that "Chinese" people like to push for everything .. not just gang or whatever .. it's almost like a natural thing to do .. young or old .. no respect for rules and whatsoever. I bet even with enforcement present, there will still be problems.
People are conditioned to behave in certain social manners over their lifetime from a wide range of influences. Generally speaking, Chinese in China tend to push and shove a lot more than HK's Chinese. But civility isn't really an issue that's germane to this thread. What's being talked about here is how middle men resellers have tried to subvert (often with criminal element participation) Apple's product offering for their own financial or economic advantage. This isn't any different from the age old triad practice of queue jumping with threats and intimidation that had been past practice with many HK real estate offerings in years gone by. What HK police need to do is, send in undercover personnel to man the queue, who would then promptly arrest anyone trying to intimidate or force others off the line. But again, this remains something that Apple corporate needs to look at if they want to retain control of their retail distribution chain. Else, it may go the way of the Somali food aid model that I'd outlined above; hardly something to even want in anyone's business model, IMHO.
