Uniform background = without distracting objects, must be easy on the eye, is that what you mean? And erm, perhaps you can add the rule: don't use copyrighted material? (you never know...)
uniform banner as in a background that i can make into two copies, stick them together and they would link together without looking distorted. So basically on the right side of your banner it has to have a background where i can repeat over and over again without it messing up // looking distorted. Example: Uniform Background I can copy it into 3 peices, stick them together and make one big image without looking distorted.

2) No nudity, swearing, copyright material, etc etc on the banner. does pictures of famous buildings, singers, etc count as copy right material?
That was a popular thing to do on the last banner contest, and even one of the top 3s had celebs in it. If there are copyright infringements, it's because the photographer copyrighted the photo, not the celeb... should be fine to use.. - graphic size limitation? <250k? <500k? <1Mb?
Current themes meaning something that matches the forum does not necessary mean it has to be blue. As long as it matches! Thanks.

Q: are you allowed to submit more than one banner? Q: are you allowed to submit variations to the same banner? Q: will the banner affect the colour scheme of the forum or vice versa?
1, Yes 2. Yes 3. Forum will remain the same so the banner must match the forum theme. PA staff will pick the top 3 choices and members will then vote for the best one. Questionable, if it's animation it better be damn good graphic size? not sure what you mean.. but usually pic size isnt a problem b/c i can usually shrink any pic to at least 100k.. unless they are animations.
that means the photographer owns the copyright? if im not mistaken, i did an assignment on copyright, a while ago... its not fine... what ever we use, that is not made by ourselves, must need copyright permision from the author. eg. photos, logos, drawings. what ever if you strictly follow that rule, it would mean, everything in the banner, you make is made by YOU, no stolen/copied/saved pictures from the internet. But nobody cares! its not like the author/photographer of the image u just stole, would come here and take u to court. i like the current banner now
Yes, the photographer owns the copyrights to the photo. However, do note lots of pictures are available under a free license, so not "everything in the banner" has to be made. Such free licenses are sometimes stated or implied and you will not need to request for permission at all in those circumstances. I said it's fine for the same reason that you mentioned, because no one will care. No photographer is going to stroll into PA and scream, YOU USED MY PHOTO!!! PAY ME $$$$$$$$$$$$$$$.
for the copy right issue...you can use other pictures of stars or whatever to put in your banner...were just saying don't take someone elses whole banner straight from them and say you did it.
