    來自二十一世紀的特種部隊精鋭戰士項少龍成了時空實驗的白老鼠，被送回公元前的戰國時代；可是時空機器發生了毀滅性的大爆炸，所有參與的實驗人員均灰飛煙滅。項少龍則流落到兩千年前的中國最動盪和變化急劇的時代裏。 於是尋找秦始皇變成他唯一留在戰國時代的目的，只有成為當時這個戰國時代的強者才能保證自己生存下來。於是項少龍最先到達趙國並通過過人的武功和智慧逐步踏入趙國貴族圈子，然後與趙國執政趙穆展開了官場和情場上的勾心鬥角。項少龍雖風流而不下流，雖多情而重情；他流連於花叢中，在那個特殊的時代如魚得水；然而在遭到趙穆等人的數次算計後項少龍密謀逃往秦國，並把其義子小盤偽裝成了後來的秦始皇嬴政……項少龍為了幫助嬴政，對內剿除權奸呂不韋、嫪毐，對外一統六國，在血與火的戰場以及人心險惡的官場上出生入死，與七國的權貴展開了一場場爾虞我詐、明槍暗箭的生死爭鬥。最終，項少龍幫助嬴政擊潰了呂不韋等人的勢力集團，然而，由於小盤身份的泄露，項少龍此時卻成了已經成長為一代梟雄的秦始皇的眼中釘…… 最後，他看透一切，攜家眷（紀嫣然、琴清、烏廷芳、趙致）隨烏家到塞外居住避世。小説最後是項少龍的兒子項寶兒想改名為項羽。
