impossible, as you know, all it takes is a fundamentalist Muslim and youtube access and that could result in what you mentioned. if you nuked Iran or wherever it would almost definitely result in that sort of retaliation. catch 22 maybe, your in trouble if you do nothing and your in trouble if you do something. but you'll be getting plenty false flag attacks soon enough so that the gov can mould your opinions and direct it toward their own causes.
nuking them serves no purpose... if not al qaeda, then another terrorist group... perhaps from africa, asia, etc... terrorism can't fully be eradicated, as much as we'd like it to be =(
