If you are referring to new cars...

The new Civic SI honestly isn't a bad choice. It should be fairly mod friendly as the RSX-S responds very well to mods as well (they have roughly the same engine). I'm not fond of it's appearance tho... inside or out.

The 1.8T VW GTIs are very mod friendly and is within your price range. Their reliability with the powertrain is awesome, but the parts isn't nearly as good as the main Japanese brands, but it's still a very fun car with lots of potential.

The Cobalt SS is a surprisingly fast car that doesn't look too bad. Feels cheap everywhere though.

Neon SRT4 is even faster, but feels cheaper than the Cobalt...

Sentra SE-R SpecV handles very nice and is relatively quick, responds well to mods, very torquey motor.

Hyundai Tiberon GT responds extremely well to mods as just about everything on that thing is restrictive stock.

If none of those sounds appealling, u can look at some slower vehicles including Mitsubishi Lancer Ralliart, Scion TC, and Toyota Corolla or Matrix XRS.

Civics, Golf GTIs, there are plenty of Hot Hatches for that kinda money, ready to be modded and raced till they explode

If I had that kind of money I'd go for a used RSX Type S. Or I'd wait a bit longer and save up for a 2006 Civic SI. Yes, civics are common, but the new civic is brand new so it isn't very common yet. Of course in a couple years, it'll be a different story.

Integra Type Rs are beautiful, but they are not easy to find, especially if you want one that's stock, in good condition and hasn't been raced the shit out of. A used RSX probably has been raced too, but RSXs aren't as old as ITRs.

If you wanna feel special then you can't expect it to be easy to mod. I'd say try a classic like umm an 86 corolla or maybe even an 90 2dr corolla. If you want something newer and better try a supra.
