China undoubtedly has one of the largest carbon footprints in the world. Last year's Olympics had several events placed in doubt because of the pervasive pre games pollution, requiring draconian action by the government. Beijing shut down plants and changed the driving habits of millions for nearly a month before the games in an attempt to clean the air. To say that China has a huge pollution problem is the state the obvious. But it looks as if Zhongnanhai is beginning to finally blink (perhaps from all the dirty air). In a rush? For a quick synopsis, just read the red highlighted lines. Definitely a step in the right direction, as Chinese coal burning is the number one reason for pollution in the PRC. Such that anything it does is going to a big improvement. My brother, who spends time in Beijing, told me that after during the Olympics it was such a relief. He takes mass transit when there so not driving wasn't even an issue. He was hoping for a ban on cars altogether (LOL... never gonna happen).
