As far as I know, they're not releasing any hardware at all. What they are trying to accomplish is creating an open platform for mobile phones, Android. But what they're doing, the service providers are probably not going to be happy with, so they need to win that 700mHz spectrum. I'm absolutely certain about the service part, though. Anyways, right now they're not testing on any existing phones. Instead, they're just spec'ing together a phone to test how their OS runs. The prototype phone that will meet their specifications will be a basis on which the manufacturers can work with. I think. =o
