I haven't read that. But, I did find it weird that the renovation company's CEOs, and others were arrested. But none from the gov side that "approved the use of dangerous" practices during the renovation. I just attributed it to typical gov protecting their own at the expense of their poorest citizens (public housing dwellers) knowing very well, they do not have the financial ability to sue them for their lose of family members. Edit: I'm 100% banana - so written Chinese media is out of my capabilities. Doubt sources like CNN will ever publish anything negative about China.
Gov't does have regulations, but the company didn't comply with it i.e. their use of non-flame retardant safety netting being one of the main issues in addition to the turning off of the fire alarms which resulted in many more deaths. Both of these factors in addition to main factor being the the poor worker habits of smoking while on the scaffolds is what caused it is what the TLDW/TLDR version of the media coverage is saying. There's some talks about bamboo being a problem too. Yes it's not as resistant to fire as metal scaffolding, but it isn't as flammable as people make it out to be. The highly flammable netting would have carried the flames more than the scaffolding would have anyways is the general consensus.
Regulations / laws without enforcement is just more black inks on white pieces of papers - meant nothing / useless similar to printed toilet papers. Which once again, begs the question, why aren't any of the inspectors (using the US cities' renovation permit inspections as guide) be held liable? Anyone looking into their bank accounts to look the other way?
