If she's going back to China eventually there's no reason to pursue a relationship with her, unless you go back to China with her. Don't get her anything for her birthday, it will probably be a wasted gesture. I hope you can understand that.
Sorry, but you can't do anything except accepting the fact the best you can do is become friends with her, nothing more than that. She plans to go back to China one day and due culture differences it won't work. (or the chance of a relationship is miniscure) Even if you learn to speak chinese and learn to understand the chinese culture it would be still difficult because I don't think that girl's parents would like their daughter having a relationship with a non-chinese.
