This sort of reminds me of an old Steven Seagal movie, Under Siege [1992], in which he played a cook serving on a ship that is taken over by terrorists intent on stealing its nuclear weapons. Of course, the cook, in reality a washed up ex-SEAL, single handedly rises to the occasion and saves the day. I'm thinking that the ending of this movie would likely also be that the ex-Secret Service agent, whatever his name (doesn't matter) will similarly, single handedly (a la Seagal) save the day because in US Hollywood movies, the terrorists NEVER win, so the endings will be similar. Maybe Hollywood would surprise us one day and the ending to one of these movies will be that they successfully pull off an anti-US raid in capping the president, taking some nukes and a few billion dollars, and then escaping into North Korea where we can't touch them and they retire into a lap of luxury with 72 virgins or something like that? Nah... But the perfect title could be Bin Laden's Revenge
