Topless woman arrested on shoplifting charge Categories: Crime TRENTON - A woman suspected of shoplifting literally lost her top Thursday evening when, while allegedly trying to avoid being handcuffed inside an East State Street store, she "twisted" out of her shirt, police said. The woman, later identified by authorities as 20-year-old Shaylin B. Phelps of Trenton, fled the store and ran topless down East State Street, police said. She was arrested a short distance away on North Warren Street, finally handcuffed and directed to lie face-down on the pavement to shield her naked breasts until officers could obtain clothing for her, police said. Officers Sean Gaither and Daniel Rajeski were at the corner of East State and North Broad streets about 5 p.m. when they were approached by a citizen and told that a woman had just shoplifted from Rain-Bow Shop #3 on East State Street. The officers found the suspect, Phelps, walking on East State Street and escorted her back to the store. There, police allege, officers found several stolen items - brown shoes, a white jacket, pants and sunglasses - inside Phelps' bag. When the officers went to arrest her, Phelps allegedly pulled away, resisting to be handcuffed, and ran behind the store counter, police said. "Officer Stan Olschewski arrived to assist with the arrest and attempted to restrain the suspect. The suspect during her struggle and resistance "twisted" out of her clothing and continued to run topless out of the store," police said in a news release. After a brief foot chase, Phelps was caught on North Warren Street. She was handcuffed and "advised to stay face down to cover for being topless. Internal affairs detectives (then) arrived at the scene and provided the suspect with a sweater to cover her body," police said. Police said Phelps was charged with shoplifting and resisting arrest, along with an outstanding court warrant.
