yes i believe so and also the other results with such high medal counts like 1908 in london with their 56 gold medals can't rele be counted as few countries entered at that time and all the sports were basically biased to the british like tug of war. so 51 golds in this day and age is extremely well done.
Take out the boycotted Olympic (1980, 1984) and blatant-host favoritism Olympic aka before the establishment of international standard (1908 and before), the 55 Golds in 1988 from the former Soviet Union is the most golds tallied.
