Apple's return policy is good for 14 days after you buy the product. Within those 14 days, if they release a new model, they would be more then happy to exchange it for you. After those 14 days, there's a fee associated with returning the older model for a newer model. I am not surprised at all that Apple would waive the fee. It's just one of many perks that Apple offers as a part of their service. Also from a business stand point, a surprise here and there to make their customers happy ensures brand loyalty and repeated customers. Spread that news around and it might influence more potential consumers. It's smart marketing is what it is.
