yeh i think you do, cause even though i wasnt making a lot of calls, but receiving, my credit would run out...
It depends on your phone company and your plan. For a whole 5 wks i was there, paid HKD498 including a pay as you go sim card and minutes with 3G, i was making and receiving long distances call (not 2-3 min conv, some lasted like 30 min or more) to Montreal and sending/ receiving international txt msgs, by the time i left, i still have about HKD250 left on my sim.
