Depends on the situation. But for the most part, don't be shy and just go and talk to the girl. Ask for her number if you sense that things are going well. If not, then no big deal. Basically just be yourself and don't be scared of getting rejected.

This always produces much better results because she must aviod saying "no" or she will sound stupid because that will mean there is not a number she can be reached at.
