Sure it depends on who appreciate it more, but I still think it's ridiculous if an anonymous graffiti artist makes trully beautiful work on grey walls will get a fine if get caught and another one like Banksy will get money and recognition for it. And people from like the establishment can decide who's an 'artist' and who's a 'vandal', defining the border between high and low culture, but use different measurements. I mean a work by Banksy will be worth a lot of money and would be found suitable for a museum but if you're not famous and not got hyped up by the establishment, you can't count on appreciation.
