Here in the US, some infamous cable ISPs throttled and put a cap on upstream bandwidth (down from, say, 2Mbps to 150Kbps) after they found you constantly exceeding ~150kpbs in upstream rate. I think some have relaxed those throttling after too many complaints and they lost customers to Verizon FIOS. However, I will certainly switch to FIOS when it is available in my area. In fact, the data rates of FIOS is lower than that of cable, but FIOS should not have any issue of throttling and one can run torrent without any concern. Oh, regarding limit per month, there is none for my cable ISP. In some months, I have downloaded close to 800GB a month and there was no problem.
I've heard good things about acanac and teksavvy, so I'd recommend getting either one of them. Currently Acanac is offering 6mbps download, 800kbps upload and unlimited bandwidth for only 30 bucks. Roger charges 47 bucks for 7mbps, 512kbps upload and 60gb cap so if you dont mind losing 1mbps (which is.. 125kilobytes/sec i think) I'd definitely get Acanac. If it was me... I would get acanac in a heartbeat but I live too far away and the only isp in my area is Rogers <_<
