From the following US Government archives:

Implementation of the Japanese Imperial Government Disclosure Act and the Japanese War Crimes Provisions of the Nazi War Crimes Disclosure Act
    An Interim Report to Congress

    http://www.archives.gov/iwg/reports/japanese-interim-report-march-2002-1.html

    Which states:

...A series of cards, labeled Tientsin (China) and listing suspect Japanese war criminals includes the name of Lt. Colonel Tsuji for torture, murder, and cannibalism (location and victims are not given)...

...Eyewitness account by second generation Japanese born in Singapore, of the torture and murder of a captured American airman by a Colonel Tsuji and subsequent cannibalism of his preserved body parts. Same informant, in course of interview by Southeast Asia Translation and Interrogation Center under the supervision of the OWI, New Delhi, claimed "rape and pillage" were common among front-line soldiers fighting in China and attested to the establishment by the Japanese army of occupation in Malaysia of "licensed public comfort houses," a practice which did not prevent abuse and rape of Malaysian women.

...Report by an American sergeant of cannibalism by Japanese troops on Leyte; his patrol had found flesh removed from butchered Japanese bodies. U.S. officer attested to finding a Japanese body with a missing heart.

And this description, by Japanese historian Toshiyuki Tanaka, from his book, Hidden horrors : Japanese war crimes in World War II

...Documents previously hidden Japanese WWII atrocities, including cannibalism, the slaughter of prisoners of war, rape and enforced prostitution, biological warfare experiments, and the murder of noncombatants, based on previously classified documents. Explores the social, institutional, and psychological milieu of individual atrocities, and places Japanese behavior in the broader context of the dehumanization of men at war...

Of that book a reviewer writes:

"...Tanaka offers several case histories to prove his point. They cover the massacre of more than 2500 Australian prisoners in a Borneo camp, widespread cannibalism by Japanese troops in New Guinea, the shooting of 21 Australian nurses in cold blood and the sexual enslavement of Asian women for the pleasure of Japanese fighting men. Also surveyed are the premeditated murder of 32 civilians, including German missionaries, in 1943; Japanese plans for bacteriological warfare; and the use of prisoners as medical guinea pigs...

    source: http://libraries.ou.edu/eresources/catalog/search.asp?search_term=2641239{ckey}

...and more here, about Japanese troops behavior toward their own civilians:

    http://www.benhills.com/articles/articles/WAR01a.html

"...As well as the 300 troops, about 40 civilian men, women and children were with the unit - all of them Japanese, apart from two Filipinas married to Japanese. The adults were eventually taken prisoner, but the fate of the children was kept secret for nearly 50 years. Secret from the Japanese postwar public, at any rate. There was, in 1946, an investigation into the atrocity by the Pacific War Crimes Branch of the US Armed Forces General Headquarters which took evidence, including the confession of the commander of the unit, Captain Kunichika Aoki. Captain Aoki confessed that he gave the order to kill the children because: "While our forces were deploying for defence against attack from (Filipino)guerilla forces, the small children - by crying and moving around - were giving away our position to the enemy..."

So, all in all, during the war years, the conduct of the Japanese Imperial Army would lend one to believe that they were not only inhuman towards their enemies, but to their own people as well. The institution did not exist to protect their republic, but rather, the world, including their republic, was required to serve the needs of the Imperial Army. At the cost of their humanity even.

It's interesting today that many revisionists, are trying desperately to rewrite history to reflect a kinder rememberance of Japanese wartime conduct. In today's Seoul Times:

"...TOKYO, Nov. 19 — A young Japanese woman in the comic book "Hating the Korean Wave" exclaims, "It's not an exaggeration to say that Japan built the South Korea of today!" In another passage the book states that "there is nothing at all in Korean culture to be proud of." In another comic book, "Introduction to China," which portrays the Chinese as a depraved people obsessed with cannibalism, a woman of Japanese origin says: "Take the China of today, its principles, thought, literature, art, science, institutions. There's nothing attractive." The two comic books, portraying Chinese and Koreans as base peoples and advocating confrontation with them, have become runaway best sellers in Japan in the last four months. In their graphic and unflattering drawings of Japan's fellow Asians and in the unapologetic, often offensive contents of their speech bubbles, the books reveal some of the sentiments underlying Japan's worsening relations with the rest of Asia...

Let the evidence fall where it may. Japan has nothing to fear but itself; if it wants to proceed as a nation, it has to realize that a nation can never fully achieve greatness if it's built on lies. Just look at the present day faltering US and anyone can understand that.

    Ralph

Addendum: BTW for a really good read on canabalism:

Hmm, well, there has been a movie about this thing wasn't there?
According to what I know, no one ever ate a baby. Well, unless
animals... It depends again, if is it for medical purpose.
They use parts of the un needed part of babies - such as umbilical
cord etcs. Not really eating the babies flesh and bones and all.

Use of the country name as adjectives

We must all avoid using the national adjective, Amercian,Japanese,Chinese...etc. to tarnish all the people with the same brush. This is grossly unfair and against humanity. If a member of my countrymen steals, it does not mean all same countrymen in the whole country steal....sometimes I feel unjust when I see newspaper and TV media reporting, a xxxxx person stabs, for example, a white man. Of course, xxxxx which is used as an adjective can be = black, muslim, Christian, silk, Chinese, Vietnamese, Hispanic, India etc.. It is very unfortunate that the crime is associated with the country name, ethnic group name or religious group as this association is irrelevant and only stirs up hatred. We all need to campaign to resist against the use of such associations! -boat
