I think it's called "banh tam mi" it's made from a potato starch flour, steamed and cut into strips....fresh coconut sesame and sugar... I hope this helps!!
Its called Banh Tam Khoai Mi its also made out of grated cassava, tapioca flour and potato/corn starch powder.... u can decorate it with crushed peanuts with sugar, or with the sesame and coconut
