Speaking in defense as an Asian American, it seems like you generalized and slapped on the stereotype of a majority if not all of the Americans to this "do not know how to speak Chinese, do not care about Chinese, do not want to learn about Chinese culture" image. If this were true, then I wouldn't be here. America is actually one of the few countries where there is such an immense and diverse expression of opinion and thought. With emphasis on "diverse". There are lazy and narrow-minded people every where. There are lazy British, narrow-minded Canadians, lazy Americans, narrow-minded Japanese, lazy humans, period. I ask you not to judge a nation or its people with a generalization, but to accept that America, just as many other nations, has it's own contigent of narrow minded inhabitants, who unfortunately, seem to get more attention than they deserve. Anyway, in response to the original topic, sure it could be interpreted as racist, but I'd just write it off to a bad joke, much like O'Donnell herself.
