This is a million year old question. The answer is always yes: just ask politely and you have nothing to loose and the opposite sex, nice ones, will feel touched by your sense of devotion. The unworthy bitchy ones will react negatively and they would not be worthy of you. Afterall, you have done nothing wrong in expressing your feelings. If you are rejected then try and try again, after all, your ancestors had been successful always in the end and that was how you became to be born.
You can not ask her in straight forward way to hang out with you . You should be friendly with her . Talk to her when you gets chances . I think when she starts thinking that you are interested in her then she will show her liking or disliking . If she shows her liking for you then you can ask her to hang out with you .
