For everyone's safety they should lock up these mentally ill people instead of letting them wandering in and out with only once a week's visit from social workers which just proved it's not the best health care system. But it's always a money problem as these people are just not important enough to be looked after and only when something dramatic happened like this case, government and other health organisations demand to seek out how this could have happened and after a while everyone has forgotten this case. The mentally ill people will be still without proper help though. (Cannibal Holocaust; damn, I 've missed the free viewing for Film/TV students a few years ago! Gonna check that if it's really that realistic.)
