A three year old has no understanding of life and death, imminent danger, moral responsibility; her's is the same understanding as that of watching a cartoon. She pulls the trigger fully expecting the thing to go bang and for he and her brother to laugh and have a good time at it. Or put it this way, show us how to successfully teach a three year old to handle a handgun responsibly and then get back to us.

The mistake was letting her get a hold of the weapon in the first place.

I'm not going to turn this into a right to bear arms argument, but there is simply too much big money involved for guns to ever go away.

im not being funny having guns in the house in the US seems pretty much "normal" to me, although parents have kids but they may not think that they will actually go through everything under their bed and find the gun, yes it's very negligent of them that they should have put it out of the way but i see why they put it under there just incase they get attacked or there's a burglar in the house so they can get it asap
so i totally agree with G that losing the 2 year old is already a punishment
