that reminded me, watching Watchdog a couple of years ago when they bitched about Bulldog. I cant remember exactly what was wrong with Bulldog but my friends were with them and Bulldog internet connection were stable and good but their customer service was crap and they wanted to upgrade their connection to business type and they were left hanging around on the phone for like an hour or something and in the end, they got through and told Bulldog thay they wanted to cancel their subscription and that was that.

I just use a local ISP.

I get 11 mpbs for 60 a month, which is currently on a deal for 49 a month.

As far as i know there is no P2P monitoring, and the data cap is technically unlimited, but i've had friends who have dl'd 300 gb or and have received notice from them.

As far as torrents are concerned, unless you are using a private tracker, most downloads will top out around 500 kb/s anyway, which means that you don't really need to have more than a 5 mb/s connection to have fairly speedy dl's.

If data capping is an issue though, i'd look at every provider in your area and read their usage agreements to whether they have a cap and what it is.
