You're either a primary mandarin speaker or have heard very little Cantonese. So you're saying that everything said during a Cantonese news broadcast is slang, and everything a government announces in official media and printouts are also slang? Slang exists in every language, it's where, how, and who uses it which may be different. I can think of plenty of slang in Mandarin as well (My wife speaks Mandarin primarily) so you are wrong, mandarin is not ALL about formalness.
